Pre Treatment
Under the Landfill Regulations introduced in 2002 a new requirement will be imposed on all waste disposed of in landfill from 30th October 2007.
Under the pre-treatment requirements, no landfill site will be able to accept waste unless it has been pre-treated. Your waste will have been considered to be pre-treated if:-
- It has undergone a physical, thermal or biological process including sorting that
- also changes the characteristics of the waste
- must do so in order to reduce its mass, or reduce its hazardous nature, or facilitate its handling or enhance its recovery
For general waste, this means that a proportion of each waste stream must be seperated out for recycling or it must go through s sorting facility. If you already have a sperate collection of a material sent for recycling then your waste satisfies the pre-treatment requirements.
Examples:
- A shop on the high street that currently places all its waste in the bin that gets emptied for landfill, would either have to seperate out some waste for a seperate collection - cardboard for instance - or ensure the waste was taken to a sorting facility.
- A factory with two production lines, each with its own compactor bin at the end will have to be able to demonstrate that some waste from each line is being seperated out for recycling or some other process.
In the recent budget, the Chancellor announced that the landfill tax escalator, currently £3/tonne, would increase to £8/tonne each year from April 2008. This will mean that landfill tax will rise to £32/tonne next year from it's current £24/tonne and will rise to £48/tonne in 2010. Recycling your waste will therefore not only meet the pre-treatment requirement, it will also help to minimise the impact of landfill tax.
